The following Windows 11 build has the medicine already applied, and install requirements bypassed as this edition strangely requires that.
Online account creation and local account creation is possible as OOBE Setup has not been touched (not needed in Enterprise editions).

Special note about Windows 11 24H2:
Despite the earlier install bypass, you do still need full processor SSE4.2 (POPCNT) instruction set support. Without it, the OS will not boot after install. This mainly affects some PCs from 2007 and earlier. If yours is much newer than that, chances are your processor has the instruction set.
